The guy who provoked the fight in Boise was eventually arrested for possession of an illegal substance (marijuana) and unlawful possession of a concealed weapon. The interesting thing about this combination of charges is that the concealed weapon would not have been a crime at all by Idaho law, except for the possession of drugs because it's illegal to carry a weapon while intoxicated or in possession of illegal drugs.
The Heckler's Veto has been around for some time. When kids threw pies at Ann Coulter back in 2004 it had already been around for some time. One of my undergraduate professors, in the late 1990s, defended the heckler's veto being used on our campus at UNR.
